Effective April 21, 2011 the following policy will become effective regarding the official date of sale in a transfer of ownership.
The date of sale on any request for transfer of ownership received at the PKC Office 30 days of more after the date of sale recorded on the Bill Of Sale shall be recorded in the PKC Database as the official date the ownership transfer is postmarked by the US Postal Service.
This policy has been approved by the National Association Executive Committee and PKC, and supersedes any previous publications regarding this issue, including, but not limited to, the 2008-2011 Blue Book. This policy officially becomes an amendment to the 2008-2011 PKC Rules & Policies Manual (Blue Book) effective immediately.
